Neighborhood Stabilization Program

BASCA was selected in 2010 to implement the low-income NSP (Neighborhood Stabilization Program) for Clay County. This involved the purchase and refurbishment of ten foreclosed homes. These homes are rented at an affordable monthly rate to low-income households.

The income limits vary from $26,200 for a household of one to $49,400 for a household of eight.

The homes are located in attractive developments in the Middleburg and Orange Park areas with new flooring, appliances, HVAC units, window treatments, exterior and interior painting, and landscaping, among other refurbishments. BASCA staff provides property management while enabling each household to realize the optimum living environment and personal life achievements. All homes are currently occupied (one is set up as a group home for six women with developmental and intellectual disabilities) but applications can be submitted to determine if a household would be eligible.
